Did you know that apart from the Professional and Sub-Professional Career Service Eligibility that an individual can obtain from passing the Career Service (CS) Examinations, there are other types of civil service eligibilities? These special eligibilities can be obtained by virtue of special laws and CSC issuances. It can be acquired without having to take the CS Exam.
However, the Civil Service Commission (CSC) emphasize that getting such eligibilities under special laws and CSC issuances DOES NOT EXEMPT an individual from taking the Career Service Exam. In fact, even while possessing a special eligibility, an individual has the option to take the CS Exam and will be allowed to do so. In that case, it is possible to have more than one type of eligibility.
Here are the basic qualifications for Grant of Eligibility under Special Laws and CSC Issuances
Anchored on Sec. 3 and Sec. 6, Rule II of the Omnibus Rules Implementing Book V of Executive Order No. 292 (The Revised Administrative Code of 1987), an applicant for any type of eligibility granted under special laws and CSC issuances must meet the following basic qualifications:
A. Citizen of the Republic of the Philippines;
B. At least 18 years of age at the time of application;
C. Has not been found guilty of crime involving moral turpitude or of infamous, disgraceful or immoral conduct, dishonesty, drunkenness or addiction to drugs;
D. Has not been previously found guilty of offenses relative to, or in connection with the conduct of a civil service examination; and
E. Has not been dismissed from the service for cause.
