General Information on Civil Service Exam Professional and Sub-professional Level

Civil Service Examination is a nationwide examination conducted by Civil Service Commission.The CSE is a general ability test designed to measure an individual's preparedness to enter government service. Passing the CSE entitles one to either a Professional or Sub-Professional career service eligibility which is one of the basic requirements for permanent appointment to career positions in government, except for positions that involve the practice of profession or are covered by special laws.

IMPORTANT:
  • THE INFORMATION ON THE CAREER SERVICE EXAMINATIONS CONTAINED HERE ARE GENERAL IN NATURE.
  • THE CIVIL SERVICE COMMISSION (CSC) ISSUES A CORRESPONDING EXAMINATION ANNOUNCEMENT FOR THE CONDUCT OF THE CAREER SERVICE EXAMINATIONS.
  • APPLICANTS ARE ADVISED TO CHECK OUT THE EXAMINATION ANNOUNCEMENT FOR PARTICULARS AND/OR UPDATES ON EXAMINATION RULES, REQUIREMENTS AND PROCEDURE.
  • IN ANY CASE OF INCONSISTENCY, THE EXAMINATION ANNOUNCEMENT SHALL PREVAIL OVER THIS GENERAL INFORMATION.

MODES OF TAKING CSE

The Career Service Examination (Professional and Sub-Professional levels) may be taken through either of the following modes:
  • Pen and Paper Test (PPT)
The CSE-PPT is conducted nationwide twice or thrice a year subject to the approval of the Commission. Filing of applications for the CSE-PPT is through the CSC Regional or Field Offices. Applicants are advised to refer to the Examination Announcement, which the CSC officially issues for each schedule of the CSE-PPT.
  • Computer Examination (COMEX) formerly Computer-Assisted Test (CAT)
The CSE-CAT is conducted at the Civil Service Commission Central Office (CSCCO), IBP Road, Batasan Hills, Quezon City, and in selected CSC Regional Offices (CSCRO) such as CSC-CAR, Baguio City. For the schedule of conduct of CSE-CAT, applicants are advised to coordinate/get in touch with the CSCCO, or the concerned CSCRO. CSE-SCHEDULE (see updated civil service exams schedule)

NOTE:   Acceptance of applications shall be on a FIRST-COME, FIRST-SERVED basis and shall be closed any time before the deadline if the CSC Regional/Field Office has already reached the target number of applicants.

A. OBJECTIVES

To establish a Register of Eligibles (RoE) from which certification and appointment to first and second positions in the civil service shall be made, provided the eligibles meet the qualifications and other requirements of the positions. The RoE may also be a reference for employment in the private sector.


C. QUALIFICATIONS FOR THE CAREER SERVICE EXAMINATION (CSE)



Career Service Professional and Sub-professional examinations are open to applicants regardless of educational attainment. 


Applicants for both levels must:
  •  Be Filipino citizens, at least 18 years old, and of good moral character;
  •  Have no criminal record or have not been convicted by final judgment of an offense or crime involving moral turpitude;
  •   Have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; and
  • Have not taken the same level of career service examination, regardless of mode, within three (3) months from last examination taken.
NOTE: 
  1. Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.
  2. Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty of grave offenses, their eligibility shall be forfeited based on the penalties stated in the decision and pursuant to Section 52 (a) of the Revised Rules on Administrative Cases in the Civil Service.
  3. Those who have already passed the same level of examination or a comparable level of examination given by the Professional Regulation Commission, as well as passers of Board/Bar examinations, and those who graduated with honors in their bachelor’s degree may opt not to apply and take the corresponding examination anymore.
FREQUENCY OF TAKING THE CAREER SERVICE EXAMINATION
(Based on CSC Resolution No. 1100300 dated March 1, 2011)


There shall be no limit in taking the Career Service Examination, however, taking the same level of examination, Professional or Sub-professional, either through Paper-and-Pencil Test (PPT) or COMEX shall be once in every three (3) months only.



D. APPLICATION REQUIREMENTS


1. Properly accomplished Application Form (CS Form No.100 (Revised September 2016).  The spaces for “Signature of Applicant” and “Right Thumbmark” on the form should be left blank.  These shall be accomplished in the presence of the CSC processor.



2. Four (4) copies of identical I.D. pictures with specifications, as follows:
  •  Philippine Passport size (4.5 cm x 3.5 cm  or  1.8 inches x 1.4 inches)
  • Colored, with white background
  • Taken within three (3) months prior to filing of application
  • Printed on good quality photo paper
  • In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (with no eyeglasses or any accessories that may cover the facial features)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With neutral facial expression, and both eyes open
  • With full and handwritten (not computer-generated) name tag in the format: First Name, Middle Initial, Last Name, and Extension Name (if any),and Signature over printed name

  3. Original and photocopy of any of the following I.D. cards, which must be valid (not expired upon filing of application), and contains the name, clear picture, date of birth and signature of the applicant, and the name and signature of the issuing agency’s current head/authorized representative:

   Driver’s License;
   Passport;
   PRC License;
   SSS I.D.;
   GSIS I.D. (UMID);
   Voter’s I.D.;
   BIR I.D. (ATM type/TIN card type with picture);
  PhilHealth ID (must, at the least, contain the applicant’s name, clear picture, signature and PhilHealth number);
  Current Company/Office ID;
  Current School ID (validated for the current school year/semester/trimester);
  Police Clearance/Police Clearance Certificate;
  Postal I.D.;
  Barangay I.D; and
  NBI clearance

   NOTE:   Any other I.D. card not included in the above list shall NOT be accepted.

   
 4. If the I.D. card has no indicated date of birth, original and photocopy of birth certificate issued by the Philippine Statistics Authority (formerly National Statistics Office), or the Local Civil Registry printed on security paper.

 5. For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration 

  
 6. Examination fee of Five Hundred Pesos (Php 500.00) or Php 680.00 for CSE-COMEX.


E. WHERE TO GET & FILE APPLICATION FORMS

The application form is available at any CSC Regional/Field Office, or may be downloaded from the CSC website: www.csc.gov.ph. The application form may be photocopied using legal size bond paper.

Applicants should personally file their applications at the CSC Regional Office (CSCRO), or at any of the CSCRO’s Field Offices, where they intend to take the examination.

NOTE:   Proper attire should be worn during filing of application. APPLICANTS SHOULD NOT BE IN SLEEVELESS SHIRT/BLOUSE, OR IN SHORT PANTS, OR IN SLIPPERS.





F. EXAMINATION PERMIT (CSE-PPT)


    Examinees shall be informed of their places of examination (school assignment) through the Online Notice of School Assignment (ONSA).

    ONSA shall be available via the CSC website www.csc.gov.ph approximately two weeks before examination day. ONSA can also be accessed through the path http://webapp.csc.gov.ph/ExamAssign/ExamAssign.htm. 

     Examinees are advised to have a print-out of their Notice of School Assignment using ONSA.
     
    If examinees cannot access the ONSA and/or still do not know their school assignment one week before examination day, they should coordinate and inquire directly with the CSC Regional/Field Office concerned. A complete directory of CSC Regional/Field Offices nationwide is available at the CSC website www.csc.gov.ph.
 
     NOTE:   Examinees, as applicable, are advised to visit and have an ocular inspection of their assigned school at least one day before the examination day to familiarize them with the school’s location.


G.  EXAMINATION DAY (CSE-PPT)

Examinees should be at their assigned school early on examination day. Testing venues shall be open to examinees starting 6:00 a.m.

On the other hand, GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT 7:30 a.m. Examinees that arrive later than 7:30 a.m. shall NOT be admitted.

Applicants should bring the following on examination day:

a. I.D. card – preferably the same I.D. card presented during filing of application, or any of the other accepted ID cards listed in Item D(3) above which must be valid i.e. not expired;
          Note: The NO I.D., NO EXAMINATION Rule is strictly implemented.

b. Original NSO Birth Certificate (if I.D. card has no date of birth);

c.  Application Receipt with corresponding Official Receipt (if available);

d.  Notice of School Assignment generated through ONSA (as applicable);

e. Black Ball Pen/s; and

f. Clear bottled water, or preferred beverage (except alcoholic beverage) placed in clear/transparent container, and/or candies/biscuits, which shall be subject to inspection by the Room Examiner/Proctor.  



H. SCOPE OF EXAMINATION and Other Information

Professional Level
  • Scope of Examination: In English and Filipino: vocabulary, grammar and correct usage, paragraph organization, reading comprehension, analogy, logic, and numerical reasoning.
  • No. of Items: 170
  • Time Limit: 3 hours, 10 minutes
  • Test Proper: 8:00 a.m. to 11:10 a.m.
  • Time Required for Pre and Post Examination Activities/Documentation: Approximately one hour before and one hour after the test proper.

Sub-professional Level
  • Scope of Examination:  In English and Filipino: vocabulary, grammar and correct usage, paragraph organization, reading comprehension, spelling, clerical operations, and numerical reasoning.
  • No. of Items: 165
  • Time Limit: 2 hours, 40 minutes
  • Test Proper: 8:00 a.m. to 10:40 a.m.
  • Time Required for Pre and Post Examination Activities/Documentation: Approximately one hour before and one hour after the test proper.
Both levels of the examination will have:
General information items on the following: Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R. A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection.


I. PASSING GRADE: Eighty (80)


J. EXAMINATION RESULT

CSE-PPT

Test results shall be released within 41 days after the examination through posting of the List of Passers in the CSC website www.csc.gov.ph.

Examinees can generate their examination rating through OCSERGS or Online Civil Service Examination Result Generation System which can also be accessed through the CSC website. Generation of examination rating through OCSERGS shall be available approximately 15 days after the posting of the List of Passers.

Those who will pass should coordinate and verify with the CSC Regional Office concerned the availability of their Certification of Eligibility (CoE) and the requirements in claiming it. A complete directory of the CSC Regional Offices is available at the CSC website. Passers must personally claim their CoE. Representatives are not allowed to claim the same. Claiming of CoE shall be available approximately 30 days after the posting of the List of Passers.

A corresponding Advisory on these matters shall be posted in the CSC website. Any other concerns on examination result including verification of examinee number, examinees are advised to coordinate directly with the CSC Regional Office concerned. The CSC Regional Offices handle the releasing of examination results.


RESULTING CIVIL SERVICE ELIGIBILITY   

The civil service eligibility resulting from passing the CSE (Professional) shall be called Career Service Professional Eligibility. It is a second level eligibility appropriate for both first level and second level positions in the government that do not involve practice of profession and are not covered by other laws.   

The civil service eligibility resulting from passing the CSE (SubProfessional) shall be called Career Service SubProfessional Eligibility. It is a first level eligibility appropriate only for first level positions in the government that do not involve practice of profession and are not covered by other laws.  



WARNING (CSE-PPT)

The Civil Service Commission uses a highly reliable system to detect cheats.

Any form of cheating in any civil service examination shall be a violation of Republic Act No. 9416 (Anti-Cheating Law), and any person found guilty shall be administratively and criminally liable. The forms of cheating are, as follows:

      1.   Use of crib sheets or “codigo” containing codes in any form (written on any material or in digital form)

      2.   Impersonation

      3.   Employing a “poste” or a person inside or outside of the examination room who may or may not be an examinee but provides examinees with answers

      4.   Collusion of whatever nature between examinees and examination personnel

      5.   Examinee number switching

   6.   Such other acts of similar nature which facilitate the passing of examination, including possession and/or use of fake Certificate of Eligibility


WARNING

                Any form of cheating in any civil service examination shall be considered a violation of REPUBLIC ACT (R.A.) NO. 9416, otherwise known as "An Act Declaring as Unlawful Any Form of Cheating in Civil Service Examinations, Unauthorized Use and Possession of CSC Examination Related Materials, and Granting the Commission Exclusive Jurisdiction Over These Cases Including Those Committed by Private Individuals".


                Any person found guilty of an offense under R.A. 9416 may be held administratively and criminally liable.
                Any person found ADMINISTRATIVELY LIABLE shall be imposed the following penalties: For one who is in the government service, dismissal from the service including all the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, bar from taking any civil service examination, and perpetual disqualification from re-entering the government service; and For a private individual, perpetual bar from entering the government service, and perpetual bar from taking any government examination.
                Any person found CRIMINALLY LIABLE shall be imposed the following penalties: Imprisonment of not less than six years and one day but not more than 12 years; Fine of not less than Fifty Thousand Pesos (P50,000.00); and the appropriate accessory penalties.

If you cannot remember your Examinee Number, it is advisable that you visit or call the CSC Regional Office (CSCRO) or CSC Field Office (CSCFO) where you initially filed your application. I took the csc sub-prof last october 2013, and i successfully passed the said exam. Nakailang balik na po ako sa csc regional office ng Nueva Vizcaya kung saan ako nag-exam pero hanggang ngayon wala pa rin yung certificate of eligibility ko. Maki-claim ko pa po ba yon? I need that coe for my employment. Please help po. Thanks.
