The Civil Service Commission (CSC) will administer the Career Service Examination-Pen and Paper Test (CSE-PPT) to 230,736 examinees on Sunday, March 12, in 60 testing centers nationwide.
Taking the Professional level exam are 197,924 examinees or 85.78 percent of the total number of examinees, and the Subprofessional level, 32,812 examinees or 14.22 percent.
Gates of testing venues will be closed at exactly 7:30 a.m. The CSC urged examinees to have an ocular inspection of their assigned school at least a day before the examination day to familiarize themselves with the location.
Examinees are advised to check their school and room assignments via the Online Notice of School Assignment (ONSA). Those who are unable to access the ONSA should call the CSC Regional or Field Office where they filed their application.
On examination day, examinees must bring black ball pens and a valid I.D. card, preferably the same I.D. card presented during filing of application. If the I.D. card to be presented on the day of the exam is different from the I.D. card presented during application, examinees must present any of the following I.D. cards, which must be valid (not expired):
- Driver’s License;
- Passport;
- PRC License;
- SSS I.D.;
- GSIS I.D. (UMID);
- Voter’s I.D.;
- BIR I.D. (ATM type/TIN card type with picture);
- PhilHealth I.D. (with the bearer’s name, clear picture, signature and PhilHealth number);
- Company/Office I.D.;
- School I.D.;
- Police Clearance/Police Clearance Certificate;
- Postal I.D.;
- Barangay I.D.;
- or NBI Clearance.
The CSC stressed that the “No I.D., No Examination” rule will be strictly implemented.
If the I.D. card has no date of birth, examinees must bring their original Birth Certificate printed on security paper issued by the Philippine Statistics Authority or the Local Civil Registry. If available, examinees may also bring their application receipt with CSC official receipt and Notice of School Assignment generated thru ONSA.
The CSC reminded examinees to come in proper attire on examination day, which means wearing of sleeveless shirt or blouse, short pants, and slippers is not allowed.
Examinees are advised to access and read thoroughly CSC Examination Advisory No. 04, s. 2017 posted on the CSC website for other important details, including reminders for accomplishing the answer sheet.
The Career Service Professional and Sub-professional examinations are general ability tests designed to measure an individual's preparedness to enter government service. The Professional level lasts for three hours and 10 minutes, while the Sub-professional level, for two hours and 40 minutes.
The CSC said that examinees of the Professional level should review on vocabulary; grammar and correct usage; paragraph organization; reading comprehension; analogy/logic (i.e., word association, identifying assumptions and conclusions, logic, data interpretation); and numerical reasoning (i.e., basic operations, word problems).
Takers of the Sub-professional level should also review on the same subject areas except analogy/logic, in place of which is clerical operations (i.e., filing, spelling).
Examinees for both levels should also review on the Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act No. 6713), peace and human rights issues and concepts, and environment management and protection, all of which form part of General Information questions, the CSC said.
Passing rate is 80.
Statistics
In terms of regional count, bulk of examinees at 34,827, or 15.09 percent of the total number of examinees nationwide, are from the National Capital Region. This is followed by Southern Tagalog (Region IV) with 32,654 examinees or 14.15 percent. The third highest number of examinees was recorded in Central Luzon (Region III) with 15,703 examinees.
Other regions of the country with considerable turnout of examinees include Western Visayas (Region VI) with 15,626 examinees; Bicol (Region V), 15,351; and SOCCSKSARGEN (Region XII), 14,227.
Passing the CSE would result in the conferment of either Sub-professional or Professional eligibility. Sub-professional eligibility is appropriate only to first level (clerical) positions while the latter is appropriate up to second level (technical) positions. Said eligibilities do not apply to positions that involve practice of profession or that are covered by special laws.
The CSC said that eligibility is a minimum requirement – along with education, experience, and training – for permanent appointment to government career service positions.
Another CSE-PPT is scheduled on August 6; the period for filing of applications will run from April 3 to June 2. Applications should be submitted at the CSC Regional and Field Office where the examinee intends to take the examination. Interested applicants are advised to check CSC Examination Announcement No. 03, s. 2016 (Nationwide Conduct of CSE-PPT for Professional and Sub-professional Levels for CY 2017) for details on testing centers, qualifications to take the examination, and application requirements and procedures.
