There are two types of Certification of Eligibility (CoE), the Letterhead CoE and the Security Paper CoE. The Letterhead CoE is free of charge given to all civil service exam passers; printed on CSC letterhead; valid for 2 years from the date of issuance and cannot be authenticated. The Security Paper CoE however which is usually preferred by government agencies is NOT FREE of charge, printed on security paper; can be authenticated and has no expiration.

Issuance and Claiming of CSC Eligibility Card
The Civil Service Commission (CSC) recently announced the schedule of release of the CSC Eligibility Card for passers of career service exams and other CSC-administered tests.
The CSC Eligibility Card, which will serve as an official proof of civil service eligibility is initially available to passers of the 2015 Civil Service Examinations – May 3, 2015 Career Service Examination Paper and Pencil Test (CSE-PPT); August 16, 2015 Fire Officer Examination; October 18, 2015 CSE-PPT; and December 6, 2015 CSE-PPT (except National Capital Region).

The CSC said that the Eligibility Card should be claimed at the CSC Regional Office (CSCRO) with jurisdiction over the place where they took the exam. For example, if the examinee took the exam in Quezon City, he/she should claim the card at CSC National Capital Region located on Kaliraya Street, Bgy. Doña Josefa, Quezon City. If the examinee took the exam in Bacolod City, claiming should be at CSC Regional Office No. 6 in Mandurriao, Iloilo City. A directory of CSCROs is available on the CSC website at www.csc.gov.ph.
