The Civil Service Commission published a post on their official facebook page to inform the public that the CSC does not endorse any review material or review center for the Career Service Examination.
The CSC also warned the public against review centers and individuals using the commission’s official logo in some reviewers.
Below is the full post of the CSC:
It has come to the attention of the CSC that its official logo has appeared in print and in the internet particularly on civil service examination review materials. The CSC wishes to inform the general public that it has not given permission to any individual or entity to use its logo in such materials. It also does not sell reviewers or conduct review classes or give permission to any person or entity to undertake the same.
Those who use the CSC logo without express authority, including review centers offering review classes, for profit or for any purpose, are warned that they may be subjected to criminal prosecution under applicable laws, including Article 177 of the Revised Penal Code which provides, thus:
“Article 177. Usurpation of authority or official functions. - Any person who shall knowingly and falsely represent himself to be an officer, agent or representative of any department or agency of the Philippine Government or of any foreign government, or who, under pretense of official position, shall perform any act pertaining to any person in authority or public officer of the Philippine Government, or any agency thereof, without being lawfully entitled to do so, shall suffer the penalty of prision correccional in its minimum and medium period.”
The CSC further informs that the unauthorized possession of, and/or unauthorized use, reproduction and/or dissemination in any form of, examination materials, in whole or in part, by an individual, either private or government employee, group or review center, from an unauthorized source, shall be considered an act of cheating, which is punishable under Republic Act No. 9416 with the penalty of imprisonment of not less than six (6) years and one (1) day but not more than twelve (12) years and a fine of not less than Fifty Thousand Pesos (50,000.00). For this purpose, the following acts are prohibited:
• Copying of examination questions;
• Tearing any page of the test booklet;
• Bringing home the test booklet or any page thereof; and
• Other similar instances such as possession of test booklets by review centers
The public may report violations of such provisions to the CSC Examination, Recruitment, and Placement Office through tel. nos. 951-2578 and 931-8163; or email at erpo_ead_07@yahoo.com and erpo.ead.2014@gmail.com.
